Last checked: October 2026. Attestation procedures, online portals and fees change from time to time. Always check the latest instructions on the official websites of HEC, IBCC, the Ministry of Foreign Affairs and the embassy of your destination country.
Many visa, study and work applications ask for “attested” or “apostilled” documents, and the process confuses a lot of Pakistani applicants. Which office comes first? What is the difference between attestation and an Apostille? Does every country need the same thing? This guide explains the process step by step, so you can prepare your documents correctly the first time.
Attestation vs Apostille: What Is the Difference?
- Attestation is a chain of verifications. Your document is checked by the issuing authority, then by the Ministry of Foreign Affairs (MOFA), and for some countries also by that country’s embassy.
- An Apostille is a single certificate issued by MOFA that makes your document valid in all countries that are members of the Hague Apostille Convention. No embassy attestation is needed for those countries.
Pakistan joined the Apostille Convention in 2023. Since then, documents going to other member countries can usually be apostilled instead of going through embassy attestation.
Which Countries Need What?
| Destination | Usually needed |
|---|---|
| UK, USA, Australia, Canada, Schengen countries, Turkey, Saudi Arabia | Apostille (all are Apostille Convention members) |
| UAE and other non-member countries | MOFA attestation + embassy attestation, and sometimes further attestation inside the destination country |
Important: many universities and visa offices do not need any apostille or attestation at all. They may accept copies, or verify your documents directly. Always do only what your university, employer or embassy actually asks for.
Step 1: Get the Document Verified at the Source
Degrees and Transcripts (Bachelor’s and Above)
University degrees are attested by the Higher Education Commission (HEC) through its online degree attestation system. In general:
- Your university must first verify your degree, and in many cases HEC handles this through its own system.
- Apply online on the HEC portal, upload your documents and book an appointment or use the courier option.
- HEC verifies and stamps your degree and transcripts.
Matric and Intermediate Certificates
- Get the certificates verified by your Board of Intermediate and Secondary Education (BISE).
- Then get them attested by the Inter Board Committee of Chairmen (IBCC).
IBCC also issues equivalence certificates for O Level, A Level and other foreign qualifications.
NADRA and Personal Documents
Documents such as the Family Registration Certificate (FRC), birth certificate, marriage certificate (Nikah Nama) and CNIC copies generally do not need HEC or IBCC. Make sure they are computerised, NADRA-issued versions where possible, then take them straight to MOFA.
Other Documents
- Police character certificate: issued by the relevant police authority, then sent to MOFA.
- Experience letters and company documents: may need Chamber of Commerce attestation first, depending on the document.
- Court and legal documents: may need notarisation or verification by the relevant authority first.
Step 2: MOFA Attestation or Apostille
After source verification, the Ministry of Foreign Affairs handles the next step:
- For Apostille Convention countries, MOFA issues an Apostille.
- For other countries, MOFA attests the document.
MOFA has camp offices in major cities, and online and courier options are available for some services. Check the official MOFA website for the current process and fees.
Step 3: Embassy Attestation (Non-Apostille Countries Only)
For countries that are not Apostille members, such as the UAE, the document usually needs a final attestation by that country’s embassy or consulate in Pakistan, after MOFA. Some countries require a further step after you arrive, such as attestation by their own foreign ministry.
Common Mistakes
- Doing the steps out of order: MOFA will not accept documents that have not been verified at the source first.
- Doing more than needed: attesting every document “just in case” wastes time and money. Check what is actually required.
- Using unofficial agents: agents may charge high fees, and fake stamps can lead to visa refusals and bans. Use official portals and offices wherever possible.
- Name mismatches: differences in spelling between your passport, CNIC and degree can cause problems. Fix them before applying.
- Leaving it too late: attestation can take days or weeks, especially in busy seasons. Start early.
Frequently Asked Questions
Do I need HEC attestation for a UK or Canada student visa?
Usually not. Most UK and Canadian universities verify your documents themselves or accept copies. Check your university’s instructions before spending time and money on attestation.
Which documents need attestation for a UAE work visa?
Usually your highest degree, for certain jobs, and sometimes family documents if you later sponsor family. These often need HEC, MOFA and UAE embassy attestation, and sometimes further attestation in the UAE. Ask your employer exactly which documents they need.
Is an Apostille valid forever?
The Apostille itself does not expire, but some authorities only accept documents issued or apostilled within a certain period. Check the requirement for your application.
Can I get my documents attested without visiting the offices?
Many steps can now be done online or by courier, especially for HEC and some MOFA services. Check each organisation’s official website for the current options.
