Dubai Visit Visa vs Work Visa: What Pakistanis Should Know Before Going to the UAE (2026)

Last checked: October 2026. UAE visa and employment rules can change. Always confirm the latest details on the official UAE government portals and with Pakistan’s Bureau of Emigration and Overseas Employment before you travel.

The UAE, especially Dubai, is home to well over a million Pakistanis, and many more hope to find work there. One of the most common and costly mistakes is travelling on a visit visa with the plan to “find a job and convert the visa”. Some people succeed, but many lose their savings, overstay, or fall into the hands of fake agents. This guide explains the difference between UAE visit, jobseeker and work visas, the proper process for working legally, and how to protect yourself.

The Main Difference at a Glance

Visit / Tourist Visa Jobseeker Visa Work (Employment) Visa
Purpose Tourism, family visits Looking for a job in person Working for a UAE employer
Can you work? No No, you can only search and interview Yes, for your sponsoring employer
Who applies? You, through an airline, agent or sponsor You, if you meet the eligibility criteria Your employer
Leads to residence? No No, a new work visa is needed Yes, with an Emirates ID

Can You Work on a Visit Visa?

No. Working on a tourist or visit visa is illegal in the UAE, even for a few days, even if the employer says it is “temporary” or “on trial”. Possible consequences include fines, deportation and a ban from returning. Employers who hire people without work permits also face penalties, so genuine companies do not ask you to work before your permit is ready.

What you can do on a visit visa is attend interviews and meet employers. If a company offers you a job, it must then arrange a proper work permit and residence visa for you.

The UAE Jobseeker Visa

The UAE offers a jobseeker visit visa for people who want to enter the country to look for work. It does not require a sponsor or host, but it is only available to people who meet certain criteria, such as specific skill levels or recent graduation from highly ranked universities. It still does not allow you to work. Once you find a job, your employer applies for your work visa. Check the current eligibility rules on the official ICP or GDRFA websites.

How a Proper UAE Work Visa Works

For most private-sector jobs, the employer handles the process. In general:

  1. Job offer: you receive and sign an official offer letter.
  2. Work permit: the employer applies for your work permit through the UAE Ministry of Human Resources and Emiratisation (MOHRE), or through the free zone authority for free zone companies.
  3. Entry permit: the employer arranges an employment entry permit so you can enter the UAE, or changes your status if you are already there legally.
  4. Medical test: you complete a medical fitness test in the UAE.
  5. Emirates ID: you give biometrics for your Emirates ID.
  6. Residence visa: your residence visa is issued, and you sign your official employment contract.

In the UAE, the employer pays the visa and work permit costs. You should not be asked to pay for your own work visa by the employer.

Don’t Forget: Protector of Emigrants Registration in Pakistan

If you are leaving Pakistan for employment abroad, you generally need to register with Pakistan’s Bureau of Emigration and Overseas Employment and get the Protector stamp from the Protector of Emigrants office. This registration:

  • Is generally required for workers going abroad on an employment visa
  • Gives you access to welfare and support services from the Overseas Pakistanis Foundation and Pakistan’s community welfare attachΓ©s abroad
  • Helps protect you if problems arise with your employer

Licensed Overseas Employment Promoters (OEPs) are registered with the Bureau. If you use a recruitment agency, check that it holds a valid licence from the Bureau of Emigration.

How to Spot a Fake Job Offer

  • They ask you to pay for the visa or job. Genuine UAE employers pay work visa costs.
  • They tell you to come on a visit visa and start work immediately. This is illegal.
  • The offer letter has no company details, or the company cannot be verified online.
  • Communication is only on WhatsApp from personal numbers or free email addresses such as Gmail.
  • The salary is unrealistically high for the job.
  • They pressure you to decide and pay quickly.
  • They want to keep your passport or original documents.

Always verify the company, ask for official documents, and never send money to individuals for a “job visa”.

If You Are Visiting Dubai to Look for Work

If you still decide to visit and search for work in person, protect yourself:

  • Use a genuine tourist visa and be honest about your purpose if asked.
  • Carry enough money for your entire stay and a confirmed return ticket.
  • Arrange interviews in advance where possible.
  • Never work until your work permit is issued.
  • Never overstay. Daily fines apply, and overstays can lead to bans that block future jobs in the UAE.
